One signal is a lead. Two independent records at the same plant, such as a filing plus a grant or a permit, is a window worth a test dry.

Expansion financing that names capacity
A plant that already dries its product announces debt or equity with a capacity target. The added tonnage has to be dried somewhere.

An offering that says the money goes into equipment and construction, from a company whose output is defined as dried.
